What is this Cannabis Business Tax ballot measure?

If approved by Healdsburg voters, Measure M would implement a tax on all cannabis sold in Healdsburg should the sale of cannabis become legal. This ballot measure does not legalize the sale of cannabis in Healdsburg; that decision would be made by the City Council. Rather, this measure, if approved, ensures that the assessment is already in place if and when cannabis sales do become legal, allowing the City to collect these funds immediately upon legalization.  A YES vote on the November 8th measure supports taxing cannabis sales if they become legal in  the City of Healdsburg.   A NO vote rejects taxing cannabis sales in the City of Healdsburg.
